This looks very good. It reminds me of postcards from the same era as the photograph, particularly in the unnatural blues in the upper part of the sky. Maybe a hand-colored B&W photo?

I played around with White balance in ufraw, followed by various color adjustments in Gimp, but could not get a result half as good as this. So I must admit that restoring this photo is not a simple matter of correcting the white balance.

I did not know about the restore plugin. I will definitely try it.
