The pseudo-Lego store in the Wan Nian Commercial Building had some packs of minifigs, including this one of twelve soldiers. The package was unlabeled, but the minifigs seem to match the Sluban Special Forces military sets. The other packs on display were less consistent, with a mix of different styles of minifigs and equipment in the same bag.
