As they use the dish as plant bowl I would guess the well is either a long broken antiquity or a merely decorative replique. Ironcast pump wells in common styles of the time are after all sold sometimes in garden centres selling wide selections of accents, and sometimes to find also on the flea market. I have to admit that I know the building since I live in the area but do not recall if the pump esisted all the time.
