Update to the spam filter?

Folks,
Recently (and I mean over the last half year or so), 23 has become increasingly spammy again.
The filters in place obviously aren't effective anymore.
For the time being, might I suggest moderating new posts to public forums?

Yes, we know. The problem isn't that filters aren't working -- but that filters are being overwritten. Basically, we can do anything to improve our spam protection, but if we allow captchas to overwritten spam flags we end in this situation.
The spam isn't coming from machines -- rather it's coming from real humans, filling in captchas.
We're doing a lot on monitoring on the backend to catch repeated offenders and ban them; but it's a reactive process rather than a proactive one. (And I'll try not to go too much into algorithms.)
Any suggestions for improvement though are welcome...

Maybe if you'd hold back posts that trigger spam flags even if the captcha is correct, until the poster has at least a minimum amount of verified non-spam posts, or until a human moderator can clear the post?
