when do I get next month's quota?

I joined on 2nd December, on the understanding that I could upload 1000 per month.
But on 3rd January I am still being told my quota is used up.

The FAQ says:
How many photos can I upload?
On our free account you can upload 30 photos per month, although newly signed-up users have an extra 300 photos to upload the first week. 23 Plus users can upload as many photos as they'd like.
