Those ornate upper floors like a crown look nice and most interesting, but one would need binoculars to study the artwork from the ground, thus disquieten people living up there.

@ Sonja.... The building really isn't so tall that one couldn't see the beautiful details along the upper ¼ of the building. It just happens that the building isn't in an area frequented by tourists & the locals don't usually take the time to look up ;)
