I tried uploading it via Picasa running on Ubunutu, but I went to a page saying that there was an error which was logged, and the site developers will be working on it. This was around 2 PM today. Is it fixed now?

Based on our logs, it's a picasa bug -- basically that picasa isn't actually sending files when you click the "Upload" button. What is supposed to happen when you do the clicking is that the popup closes and the upload begin. This is described here.
What worries me is that it works well on windows... Since Picasa/Win is based on Internet Explorer and some DOM traversion, I'm guessing that the Button API implementation for Picasa/Linux is a custom one. Apparently, they haven't really nailed it. Or I'm doing something wrong. Which *never* happens.

I will give it another try. But personally for me, with F-Spot around, I'm not really keen for having Picasa on Linux.
