If you like dark, unconventional fantasy, I'd say so, yes, though it may be a rather disturbing read for children - at least as a bedtime story :)
If you know the Sandman comics or have a faible for BBC productions like Doctor Who or The Hitchhiker's Guide To The Galaxy, you might like his style - some of Neil's works were for the Beeb, "Neverwhere" is definitely worth watching and/or reading.
If your taste is not as dark, you might want to read "Stardust", which also was in the movies last year or so.
Coraline is currently being made into a film as well.
