What’s the difference between NVOCC and freight forwarders?

Non-Vessel Operating Common Carriers (NVOCCs) issue their bills of lading and consolidate cargo from multiple shippers for ocean transportation. Freight forwarders, acting as intermediaries, arrange shipping but don't issue bills of lading.
