This "chimney" is a communication tower on the highest "mountain" around here. (500m above sealevel) As the US army is leaving, so did the antennas on this tower. The smaller stairwell with the hut on top must have been the guard tower. I can't imagine any guard duty more boring than this, although I cannot remember seeing a guard on this premises in the last 5 years.

But I am not going up there that frequently - as infrequently as everyone - which is the reason why it must be deadly boring standing guard there.

Besides you probably don't have that much of a view from the hut as it is sourrounded by trees.
