After talking to a SSpca inspector the rules are the bird must be given food and water and checked daily.
Plus there must be a label on the cage stating who has set it and a telephone number as to where they can be contacted.
As such this cage with no label was a illegaly operating trap.
Anyone seeing such a trap should report them to the police who can take action . A cage set up with no food and water is a illegal trap.
