I think they are yellow ribbons placed near the cenotaph in respect for the fallen in the conflicts Canada has been involved with. There is a Royal Canadian Legion nearby, and sometimes the old soldiers come out in their full regalia to salute the fallen.

Mostly the ribbons are symbols of people who want soldiers to come home from various peace-keeping missions.
