The main reason is that blue is Xfce's colour. Furthermore, blue is supposed to be more professional and what not (you'd have to ask Jozsef Mak for the reasoning).
However, when picking the shades, care was taken to use a different shade of blue than Kubuntu's, so I don't think it's likely that someone confuses Xubuntu with Kubuntu :)
