The chain keeps the lids from getting lost when the firemen quickly unscrew them to attach hoses.

@Rebecca, your "theme" seems to use yellow for links. They're almost invisible! :)

i figured that .. i guess i mean why are they chained to each other.

instead of the little ring they are supposed to be.

Ah, I hadn't seen the 'zoomed out' version of this photo so I didn't know they were chained together.
