I don't know about these guys, but their American cousins (Mareca americana)
are extremely skittish. One sudden move and they all spook. Sometimes when
I am completely still they spook.

Sure, they feed, fly and then sometimes land to feed in almost the same spot again, only to fly again after two minutes. A fast jogger or cyclist in bright sport dress, a dog owner with some ratsized harmless wee barker, a crying babe in a pram, all things common enough on flood dams with a nice promenade on top -- it will set them off to a new round of the game, and the birdwatcher can only hope the feeding spot was really desirous and they will be back in just a minute. ;o)
