The picture shows Erich Mielke former head of Stasi, the intelligence and secret police force in East Germany, which was also responsible for censorship. 1989 Mielke try to assure people he is a real philanthropist and loves all the people he spy on, censor and oppress. Full (german) quote: "Ich liebe – Ich liebe doch alle – alle Menschen – Na ich liebe doch – Ich setzte mich doch dafür ein!"
