It is shingles, Fizgig. Although we see some creatine shingling around here, this example is quite remarkable. This is a kitchen window which casts a turquoise hue on the dark blue and bright red floor.

This is something that Theresa did. It might be acrylics on glass, sealed with Resin. Undoubtedly it has a few semi-precious stones embedded in it, as well.
And knowing Theresa, it would more likely be a "Cat- Sigh".
