They are surfers, waiting for a set of rideable waves. They are so crazy for the sport that they sometime go out and just wait, and wait. The old style longboards had enough buoyancy to sit near the top of the water. Today's short boards are so short that the weight of the surfer just sinks it to a depth that we can't see them in the photo. They come to the surface when the man starts paddling it and the speed builds up. They turn much faster than the longboards. Like a slalom ski, compared to a downhill ski. Riding one is cold if you don't have a wetsuit!
