The inscription uses traditional Roman abbreviation and would read in full "Marcus Agrippa Luci (or Lucius) filius consul tertrium fecit." Roughly, that would, I believe, come out in English as "Marcus Agrippa, son of Lucius, consul for the third time." I stand to be corrected.
