but can you still use your "own" theme/css?

@jamp the screenshot above is for the forthcoming release of 23, so currently this way of changing themes is not available.
You can change your theme by going to your "Settings" - then click the "Change"-button next to where it says "Theme" and choose from one of the 6 themes available or alternatively click "Write your own style for your profile..."
