I can only guess this is part of reminding people what the NATO did to the Serbian people in 1999. But I doubt that most people need such a reminder, so there has to be another political reason.

Probably there simply has not been any money to work on it. I'm always a little shocked when I see such pictures. My thoughts go through a cascade of questions like: what was the purpose of the building, so how many people had been in there when the "hot deconstruction" happened? What did the pilot think he was "leveling"? (Chinese embassy perhaps?)

And what was the pilot thinking when he realised eh flattened a kindergarten?

It was the Department of Defense, as far as I remember.
However, to my mind no one has the right to cut out thing he does not like and war is not surgery either.

There are no innocent and guilty deaths - only deaths.

War, especially at this point in human history, has always been murderous, unjust, expensive, plain dumb and the work of idiots. And I don't think there is any excuse for starting one.
