Ahh... the Keyword here is Ramadan. Ramadan is the month in the Hijri (Islamic) Calender where Muslims fast. They do not eat from Sunrise to Sunset. This is 10 mins after Sunset... you can see how empty the streets are. If you ever see the difference between the now and 2 hours before it's quite scary.
