What an interesting bit of urban planning, How does the concrete hold up under the temperature fluctuations??? Does it crack??

Well, I haven't seen any cracks of the concrete, maybe some broken marble & terracotta plates have to be changed.
Besides, there are no so heavy temperature fluctuations in Blagoevgrad.

I only say this about the concrete because I went to School in Chicago for a while...the campus was made of concrete. They didn't take into consideration the huge temperature fluctuations that they have in Chicago. After spending huge sums of money building this beautiful campus, the concrete began cracking after only 10 years;~OO. What a sad waste, the education system here always needs as much money as possible..

Yes, sad, indeed.
The center of Blagoevgrad was rebuilt 20 years ago. The place you see on the picture was just a small square and a street, in one level. They made the lower level in 1987.
