It is like a painting, the shapes dissipate into a sort of languid flow, the moon becomes a soft glow rather than a harsh dot, and the buildings become shapeless, defined only by their lights.

I used the technique called "Orton Effect" on this image. - My aim was to keep the soft tones in the foreground which are so dark that they do not come to first attention. The way is still visible and keeps for me the feeling of the moment in that darkness near the river.
