It is like tatar, though not made from beef but from pork. It is also just the minced meat with a bit of seasoning, for tatar, I think, you also include raw eggs. The cool thing is the hedgehog shape though, very popular 20-30 years ago on buffets :-)

you could say it is raw pork sausage, which is a traditional topping for rolls in germany (to be eaten with onion on top)

There is actually a video on youtube by a famous German cook in which he shows how to properly prepare a Mettbrötchen (roll with the raw minced meat) :) (http://www.youtube.com/watch?v=hbd9BLCgBnk)
