The lively arts society moved into the premises in 1983, when it was a very run-down old warehouse that had previously belonged to Dairy Farm. It had once been the Cold Storage Depot for Dairy Farm – much of their milk and other produce used to be brought from the dairy in Pok Fu Lam over here to the city for distribution. One cannot take the existence of milk-producing cows in Hong Kong for granted. How did Jardine Matheson’s Dairy Farm Company come into being, in a city where so much of the population is lactose intolerant? Milk was highly prized as a beverage, and even a tonic, by the early colonials. Only the rich could afford them though, and the wealthiest foreign households in Hong Kong kept their own dairy cow for personal consumption. A Mr. J. Kennedy, though, aimed to change all of that. Garden Road in the 1870s was largely unkempt wilderness past St. John’s Cathedral, bordered on both sides by green fields. So Mr. Kennedy leased the land, and brought over special dairy cows from Britain, and even rosy-cheeked English milkmaids! Unfortunately, the venture soon failed. But in 1886, a Doctor Patrick Manson, who was later to be knighted for his work on tropical medicine and the plague, believed very much in the curative powers of milk for the Western diet. He formed a venture called the Dairy Farm Company with veteran Armenian businessman Paul Chater, who was also responsible for spearheading the Central land reclamation. Let me read you his views in the company prospectus: “The price of good milk in Hong Kong at present ranges from twenty to twenty-five cents per bottle of twenty-four ounces. These prices, unless in the case of the rich, are simply prohibitive. A principal object of the proposed Dairy Company will be to reduce the price so as to bring milk within the reach of the poor, say to ten cents or less per large bottle. "As rural populations grow and competition with large industrial units increases, the plots cultivated by smallholders are shrinking year after year," Olivier De Schutter, the UN Special Rapporteur on the Right to Food, said as he presented a report to the Assembly.
"Farmers are often relegated to soils that are arid, hilly or without irrigation. This poses a direct threat to the right to food of rural populations."
Speaking to reporters, Mr. De Schutter stressed the need to protect land users from "land grabbers" and speculators who may, for example, want to use farmland for large-scale mechanized farming to produce agrofuels.
"Access to land is what is needed to realize the right to food," he emphasized, adding that agrarian reform may be necessary in situations where there are large inequalities in land distribution or in circumstances where people's access to land is so limited that they are unable to growth enough food for themselves.
The new report said that up to 30 million hectares of farmland are lost due yearly to environmental degradation, conversion to industrial use or urbanization. With rural populations growing and competition with large industrial units on the rise, plots cultivated by small farmers are shrinking every year, relegating them to arid, hilly or dry soils. This poses a direct threat to the right of rural populations to food.
Also presenting a report to the Assembly today was Cephas Lumina, the UN Independent Expert on foreign debt and human rights.
According to the publication, debt forgiveness for poor countries has eased their burdens and made resources available for poverty-reduction, but it noted that 'vulture' funds have seized the opportunity to acquire defaulted State debts cheaply and seek repayment of the full value later.
"By forcing HIPCs [Highly Indebted Poor Counties], through litigation and other means, to divert financial resources saved from debt cancellation, vulture funds diminish the impact of, or dilute the potential gains from, debt relief for these countries, thereby undermining the core objectives of internationally agreed debt relief measures," it said.
"Vulture funds profiteer at the expense of both michael kors handbags outlet online the citizens of HIPCs and the taxpayers of countries that have supported international debt relief efforts."
In her report to the Assembly yesterday, Gay McDougall, the UN Independent Expert on minority issues, highlighted the need to pay attention to issues of concern to minority groups at an early stage.

Electronic Arts (EA +7.1%) has given up half the premarket gains it saw on a report it's in early talks with P-E firms. Take-Two Interactive (TTWO +3.1%), which once spurned a bid from EA, is getting a lift, but EA archrival Activision (ATVI +0.4%) isn't so fortunate. It was only two weeks ago reports emerged that Vivendi is shelving plans to sell its 60% stake in Activision due to a lack of interest. It's added bankers are "sounding out" tech and media companies such as Tencent, Time Warner, and Microsoft, as well as P-E firms. Vivendi's efforts to sell Activision, first reported last week, are pivotal to its restructuring plans. But a buyer for the $13.3B company could be hard to come by, and many think a spin-off of Vivendi's stake michael kors bags on sale is more likely. It's added that if no buyer emerges, Vivendi will sell part of its stake on the open market.
