Hehehe. Hey you lot, I'm working now and then ;)) Alright: The fence is NOT open at the top, it is just a plain normal rail on a bridge. But tomorrow I'm in the area anyway (which is at Potsdamer Platz, and normally that's not the place I hang around..) and I will check if there is some explanation or mark on the rail or I-don't-know-what.
Will take photo/s!
Actually, ran tonight into two young guys pasting up something, but couldn't figure out if it was just a poster or some serious streetart. I never met some, wondered already, how and when they do it..:)

Alriiight, girrlz and boyzz: The solution. I must admit, it is no real solution, as I still don't know, how the bloody thing came there. There is a gap in the rail, but it seems to be of no help attaching the ring. And they couldn't weld the ring directly on the site to the rail, right? Or could they?? Hm.
The story behind is:
It is a memorial (one of several) for Rosa Luxemburg, that's why I posted the link. She was, with Karl Liebknecht, founder of the communist party in Germany. In 1918, both tried to avoid the 1. Worldwar by calling workers and soldiers to general strikes. Of course, the conservative (and monarchistic/militaristic) politicians didn't like them very much. The above is the reason, why both were murdered at the end of 1918. Rightwing officers (!!Later Nazis, apparently) shot her in the head and threw her body into the Landwehrkanal in Berlin. So it's supposed to be some kind of a lifebelt for her. I saw the real lifebelt on the other side of the bridge and thought, well: ??! After a hour of searching I found a very short entry on the artist Robert Rademacher, who designed this ring- thingy. :))
